This report, prepared by the Democratic staff of the House Judiciary Committee, includes the history of impeachment in the United States with interpretations of the framers’ philosophy, and explores how various laws, precedents and statutes have been applied in previous US impeachment proceedings involving President Andrew Johnson, President Richard M. Nixon, and President William Jefferson Clinton. This report also details the findings of the House Judiciary hearings against President Donald J. Trump, which began on December 6, 2019.
