    Shackled, episode 5 A new, big prison with all the amenities doesn’t change the fact that it’s still a prison, and it’s still a prison when people are shackled to devices that restrict their movements and opportunities. Once you decide to see and confront the roots of incarceration in our society, you know that a technology could never do the work of fixing it.

More people are being put on monitors who in the past would not have been given any jail time. Their family and friends are then forced to become at-home jailers.
