    A price on carbon is widely accepted by economists as an efficient way to measure the harm done by carbon and to encourage behavioural change, but is it the best route given that it comes with a real cost to consumers and the economy? Amanda Lang checks in with Chris Ragan, the founding director of the Max Bell School of Public Policy at McGill University for his thoughts.
