وسائل کی کمیابی کا اصول جدید معاشی نظام میں ریڑھ کی ہڈی کی حیثیت رکھتا ہے۔ اس لیکچر میں یہبتایا گیا ہے کہ یہ اصول کس طرح سے غلط بنیادوں پر قائم ہے 

Scarcity is the heart of economics. In this lecture, we have discussed that the diagnosis provided by the economist (Scarcity is the basic problem) is totally wrong and the remedy which they proposed is also wrong. Actually, all economic theories are based on the concept of logical positivism, which states that knowledge is only based on facts and logic. It has been empirically proven that logical positivism is wrong but still a large majority of economists believe this. Finally, we have discussed that the solution provided by Islam is the solution.

Rebuilding Islamic Economics

جس طرح مارکیٹ پر مبنی معیشت ، ایک مارکیٹ پر مبنی( سرمایہ دارانہ) معاشرے  میں ہی پنپ سکتی ہے، بالکل ویسے ہی اسلامی معیشت ایک اسلامی معاشرے ہی میں پروان چڑھ سکتی ہے۔ لہذا ضرورت اس امر کی ہے کہ پہلے اسلامی معاشرے کے احیاء کے لیے کام کیا جائے ۔ مگر اس کا مطلب یہ بھی نہیں ہے کہ معاشی نظام میں تبدیلی کی کوئی کوشش ہی نہ کی جائے۔ کیونکہ دراصل معاشی نظام میں تبدیلی کی کوشش بھی اسلامی معاشرے کے احیاء کا ایک عنصر ہے۔  اس لیکچر میں یہی بات کی گئی ہے کہ یہ کیونکر ممکن ہے۔
اسلامی معاشرے کی تعمیرِ نو کے حوالے سے دو نقطۂ نظر سامنے آئے ہیں ۔ ایک ارتقائی دوسرا انقلابی نظریہ ہے ۔ اس لیکچر میں دونوں نقطہ ہائے نظر کا تقابل کیا گیا ہے ۔

Just as a market economy functions within a market society, so an Islamic Economy functions within an Islamic Society. Creating an Islamic economic system requires the creation of an Islamic society. However, this does not mean that we postpone our efforts to create an Islamic Economy because the society is not Islamic. Rather, the creation of an Islamic Economic system is part of the effort that is needed to create an Islamic Society. How this can be done is the subject of this lecture. There are two views regarding rebuilding Islamic society one is the evolutionary view and the other is the revolutionary view. In this lecture, we have discussed both views and provided arguments in favor as well as against both views, and provided an alternative strategy that if adopted may lead to success. طلب و حبِ مال کو  تاریخ میں ہمیشہ شر اور مذموم عمل کے طور پر دیکھا گیا ہے ۔ مال کو فتنہ و آزمائش قرار دیا جاتا رہا ہے۔ مگر جدیدیت کے بعد اب اہلِ مغرب "مال کی کمی" کی تمام برائیوں کی جڑ قرار دینے لگے ہیں۔ یہ انقلابِ عظیم ہی جدید سرمایہ دارانہ نظام کی روح ہے اور اسی پر سود پر مبنی بینکوں اور کمپنیوں کی عمارت کھڑٰی ہے۔
اس لیکچر میں "ٹوینی" کے کام پر روشنی ڈالی گئی ہے، جس نے  اپنے کتاب میں اس بات پر روشنی ڈالی ہے کہ کس طرح مغرب میں دولت کی جستجو ایک محمود شے بن چکے ہے ۔ 

The accumulation and pursuit of wealth have always been considered a bad thing. The Bible states that the love of money is the root of all evil. Through a sequence of historical events, Europeans came to believe that “lack of money is the root of all evil.” This can be called the “great transformation”, and it has affected all of us. Once the pursuit of money becomes a virtue instead of a vice, only then is it possible to have banks, interest, and other paraphernalia of a capitalist society. Several people have analyzed how the pursuit of money became desirable in the west. One analyst is Tawney, whose work we shall study in depth in this lecture. Understanding this is crucial to understanding the spirit behind the financial and ownership structures of a capitalist society. This, in turn, is crucial to understanding economic theory

1۔ اسلامی معاشیات  سرمایہ داریت اور اشتراکیت کے مقابلے میں سامنے آئی ، مگر اتنا وقت گزر جانے کے باوجود بھی اس کے ثمرات سامنے نہیں آ سکے۔  اس لیکچر میں ہم ان اس کی ناکامی کی وجوہات پر گفتگو کی ہے ، نیز ان حقیقی اسلامی اصولوں پر بھی روشنی ڈالی ہے، جن کی پیروی ی جانی چاہیے

2۔ مسلم معیشت دان دو قسم کے نظریات رکھتے ہیں۔ پہلے وہ جو سمجھتے ہیں کیونکہ مغرب کامیاب ہے تو یمیں مغربی نظاموں  کے طرز پر اپنی معشیت کھڑی کرنی چاہیے ۔ ان کے مقابلے میں دوسرے فریق اس بات کا قائل ہے کہ اسلامی تعلیمات کے اندر ہی حل موجود ہے ۔ مغربی نظام کی اتباع کی چنداں ضرورت نہیں۔ اس لیکچر میں  ہم نے  فریقین کا تقابل کیا ہے اور یہ ثابت کرنے کی کوشش کی  ہے  کہ مغرب ہرگز ایک کامیاب قوم نہیں ہے ۔

Islamic Economics came as a response to Capitalism and Communism. But we have seen that there is no such development in Islamic Economics. In this lecture, we have discussed the reasons why these efforts are not successful and what are the actual Islamic teachings that need to be followed. These are entirely opposite to conventional western economics.

There are two views among the Islamic Economist, one is the majority view which is also widely believed by Muslims that the West is successful and if we wanted to be successful then we should follow the west. While the second view is a minority view that Islam provides complete guidance in all affairs of life and if we want to be successful then we should follow Islamic teachings, we don’t need to follow the west. In this discussion class, we have discussed both positions, provided arguments in favor and against both positions, and tried to establish this fact by providing empirical as well as theological evidence that the West is not a successful nation and our success lies in following Quran and Hadith and not in blindly following the West.

مرکزی خیال: اس لیکچر میں  ترقی کے ان معیارات کو زیرِ بحث لایا گیا ہے، جو ماہرینِ میدان کی جولان گاہ ہیں۔ ان سب لوگوں کی ایک مشترکہ غلطی تاریخ کو نظر انداز کرنا ہے۔ اسی طرح سیاسی کشاکش کو بھی یہ کسی کھاتے میں نہیں لاتے ۔ نیز ان میں مادہ پرستانہ سوچ اس حد تک راسخ ہو چکی ہے کہ انہیں چرند پرند کے حقوق کا تو خیال رہتا ہے، مگر انسانوں کا نہیں۔  ہم انسانی معاشرے کے متعلق وہی اپروچ اختیار کرنی ہوگی جو رسول اللہ صلی اللہ علیہ وسلم نے کی یعنی کے ایک دوسرے کا خیال ، باہمی امداد اور بھائی چارہ وغیرہ۔ یہ سب چیزیں موجودہ معاشی نظام میں پنپنا ناممکن ہے۔

In this lecture, we have discussed the development paradigms currently under discussion by leaders in the field. Which, if any, are suitable for adoption in Pakistan? One common thing among all six is that they ignore history. Also, they pay no attention to the political environment, which may pose constraints or create opportunities. Also, they are all firmly grounded in the materialistic view that nuts and bolts of plant matter, and human beings and their dreams and visions do not. We should focus on human beings. The paradigm of the Prophet Mohammad S.A.W. Caring for each other deeply. How Social Capital changes everything. Cooperation, caring, and sharing, are the things that matter. Impossible for economic theory.  We have possibilities outside the range of those theories.  If we change the conception of government, we can get there. We have to work on becoming fully human beings.
