When Arthur Bishop, editor of Atlanta's leading Black newspaper, is killed in his office, cop-turned-journalist Tommy Smith finds himself in the crosshairs of the racist cops he's been trying to avoid. To clear his name, he needs to learn more about the dangerous story Bishop had been working on. Meanwhile, Smith's ex-partner Lucius Boggs and white Sergeant Joe McInnis—the only white cop in the Black precinct—find themselves caught between meddling federal agents, racist detectives and communist activists as they try to solve the murder.

Responding to pressure from on high, the Atlanta Police Department is forced to hire its first black officers. It's a victory of sorts, though the newly minted policemen are met with deep hostility by their white peers, and their authority is limited: They can't arrest a suspect unless a white officer is present; they can't drive squad cars; they can't even enter the station through the front door.

Officer Denny Rakestraw and “Negro Officers” Lucius Boggs and Tommy Smith have their hands full in an overcrowded and rapidly changing Atlanta. It’s 1950 and racial tensions are simmering as black families, including Smith’s sister, begin moving into formerly all-white neighborhoods. When Rake’s brother-in-law launches a scheme to rally the Ku Klux Klan to “save” their neighborhood, his efforts spiral out of control, forcing Rake to choose between loyalty to family or the law.

Atlanta, 1948. In this city all crime is black and white. On one side of the tracks are the rich white neighbourhoods, on the other Darktown, the African American area guarded by the city's first black police force of only eight men. These cops are kept near powerless by the authorities: they can't arrest white suspects; they can't drive squad cars; they must operate out of a dingy basement. When a poor black woman is killed in Darktown having been last seen in a car with a rich white man, no one seems to care except for Boggs and Smith, two black cops.

Special Agent Devon Mulvey, one of the few Catholics at the FBI, spends his weekdays preventing industrial sabotage and his Sundays spying on clerics with suspect loyalties—and he spends his evenings wooing the many lonely women whose husbands are off at war.
