In 2017, the Defense Intelligence Agency began to produce a series of unclassifed Defense Intelligence overviews of major foreign military challenges we face. This volume provides details on China’s defense and military goals, strategy, plans, and intentions; the organization, structure, and capability of its military supporting those goals; and the enabling infrastructure and industrial base. This product and other reports in the series are intended to inform our public, our leaders, the national security community, and partner nations.

Why does mission command matter to maneuver leaders? The past decade of war has reinforced the importance of mission command as small units conduct decentralized operations across wide areas in rapidly changing environments. Operations are complex, involving continuous interactions between friendly forces, enemy organizations, and civilians, as well as interaction with other factors that affect the mission such as time, terrain, and local political dynamics. Simply giving subordinates task and purpose is not enough for effective mission command.

The Asymmetric Warfare Group (AWG) serves as the United States Army’s global scouts. We leverage direct observations of the operational environment, emerging threat capabilities, and friendly gaps to advise the operational force. One of the threats we see on the horizon is that posed by Private Military Companies (PMCs). PMCs are proliferating worldwide and play an increasingly important role in conflict. In the dog days of August 2008, a column of Russian tanks and troops rolled across the Republic of Georgia’s northern border and into South Ossetia, sparking a war that was over almost before it began. The Bear Went Over the Mountain was written by Soviet officers, who had served in Afghanistan and returned for the extensive Command and Staff course at the Frunze Combined Arms Academy in Moscow. While they were at the Academy, the History of the Military Art Department had the Afghanistan veterans write vignettes of their experience. They analyzed these, edited the best and added commentary as lessons learned for future war in mountain-desert terrain. The department published them as an in-house a book in 1991.

This is an aggressive brand of total war that integrates all aspects of PRC national power into its political warfare campaigns. Open societies normally lack government understanding and response to the political warfare threat, therefore typically establishing weak applicable laws and policies to combat it.
